Alliance creation and global keyholder audit

What changed

Create alliance includes description, recruitment message, MOTD and an optional 12–128 character disclosure passphrase. The creator receives Owner rank and an encrypted personal key.

Alliance Controlcenter Keyholders lists all alliances, including archived registrations, independently of the selected alliance.

Each reveal uses the exact alliance and Owner pair and requires the holder-provided passphrase. Secrets remain hidden by default.
