Bugfix · Empty founding fleets and restored ministerial navigation

New colonies begin without demonstration ships. The ministerial register opens correctly, followed by the requested round reset.

What changed

Founding ships, the base fleet and all four fleets start empty. Ships must be built or granted through an explicit game action.

The Government ministerial-register button uses the game navigation handler.

The requested reset renews the round and registration drafts while preserving accounts and stored diagnostic reports.
