Bugfix · Reserve galaxy 1:1 for staff

Ordinary new players no longer enrol in galaxy1:1. Existing staff planets remain where they are.

What changed

New Player accounts begin outside galaxy1:1; staff accounts retain access to its registration slots.

The existing Multihunter planet at1:1:2 remains in place after checking its account role. No planet is moved or reset.

Existing planetary assets and alliance membership are preserved.
