Bugfix · Galaxy elections and ministers stay local

Galactic Commander candidates and minister choices now show only planets in your own galaxy, including your own planet.

What changed

Election candidates, ballots and minister choices are constrained to the current home galaxy.

Moving or exiling a planet clears its old votes and minister offices; stale server appointments are cleaned through the existing revision guard.

Galaxy identity and local politics no longer follow you into another galaxy. No round reset is performed.
