Bugfix · Spacing Bank stays visible

The Spacing Bank Collective remains available when the Galaxy Fund refreshes instead of briefly appearing and disappearing.

What changed

Ordinary game updates preserve the bank module and its entered exchange values.

Bank loading is guarded against stale account or page responses, and load failures remain visible with retry.

The fix preserves transaction permissions and revision checks. No round reset.
