What changed

Both staff controlcenters use the same initializer and explicitly retain embedded workspace mode when the original ingame Administration menu is enabled or disabled.

An empty round no longer leaves staff waiting indefinitely for a player theme. Player onboarding and staff access checks remain enforced.
