Complete round reset defaults

A reset restores the default race, fleet catalogue and support panels correctly.

What changed

Fresh rounds explicitly initialize race, galaxy fund, quest claims and news filters.

The shared directory normalizes fleet identifiers after a reset so the base fleet editor displays the correct ships.
