What changed

All five alliance structures take three ticks to build and reserve their placement slot while queued.

Construction costs are paid once; effects and cooldowns start after completion.

Overview has a separate themed alliance-structures module with construction and active-effect progress bars.

Portal themes use larger artwork areas, illuminated sci-fi frames and inset synopsis, profile, lore and action boxes.

Alliance permissions continue to follow the account-owned planet after identity changes.
