Alliance ownership and community controls

What changed

Alliance creators receive Owner rank; only Owners or staff can add or remove an Owner.

Alliance Settings has separate name, description, recruitment message and MOTD editors.

Personal Owner passkeys are encrypted in the central database and allow reserved-name recovery and rank-projected private intel feeds.

Account-owned alliance settings survive a reset; gameplay resources, structures, scans and intel remain reset.

Community and private alliance forums support topics and replies. Discord chat is prepared with YouSMP configuration placeholders.

Portal themes move to the User Control Panel Theme settings tab with Remember setting. Theme changes reload portal or game.

Buttons inherit the selected theme with clearer text; Resource uplink no longer follows page scrolling.

Navigation uses Satelite Uplink, Journal, Achievements, Current Round Setup, Planet Editor and Stats Editor throughout.
