Alliance Launch Bay and officer readiness

What changed

Alliance Fleet is a fourth deployable slot permanently controlled from Alliance Launch Bay.

Officers can view private member idle-fleet reports by ship type in separate themed cards under Defence.

Fleet readiness and Launch Bay are independent rank permissions, enabled by default for Owner, HC and Officer.

Central launch orders are validated by membership and permissions and delivered to the member’s open practice game.

Round reset clears fleet reports and pending launch orders. Unknown and stale snapshots are labelled explicitly.

Portal and in-game manuals cover all new fleet operations, vendor sales, government effects, support tickets, theme cycling and longer scored cinematic clips.

Alliance Forums is an alliance submenu with private topics and replies linked to the alliance-forum achievement.

Galaxy Forum is private to the current galaxy and linked to its own forum achievement.
